The gameplay is slick and fast-paced while the car and world detail is superb. It's not a simulator in any way because it's not meant to be. But it is hugely fun and that's something that a simulator cannot do. The fun also extends over hours and hours of play courtesy of the massive world to explore and variety of in-game events and challenges.

It isn't as flashy as a title would be that was made for it's first release in 2018 of course, but it still holds up well.
The intro movie is poor quality though (not a biggie), and maybe people's taste in music changed the past 10 years ... but it is probably good that they remained faithful to the last-gen release.
